Federal Procurement Assistance Laws for Service-Disabled Veteran-Owned Firms

Congress enacted two laws to assist small businesses owned and controlled by service disabled veterans (SDVs): the Veterans Benefits Act of 2003 (P.L. 108-183), signed by President Bush on December 16, 2003 and the Veterans Entrepreneurship and Small Business Development Act of 1999 (P.L. 106-50), signed by President Clinton August 17, 1999.

P.L. 108-183 enables SDV-owned firms to receive sole source and restricted competition contracts for goods and services used by the U.S. government. Congress enacted this statute after data collected from more than 60 federal departments and agencies over a period of three years showed that more than half of them reported no procurement dollars expended with SDV-owned companies.

Contractor Central Registration

Veterans Technology Services (VETS) Government-wide Acquisition Contract (GWAC)

SSI is teamed with a prime on the General Services Administration’s (GSA) Veterans Technology Services (VETS) Government-wide Acquisition Contract (GWAC). The contract allows the Government customer to access support services in two functional areas - Systems Operations and Maintenance and Information Systems Engineering.

Naval Sea Systems Command Seaport-e

SSI is teamed with a prime on Naval Sea Systems Command’s (NAVSEA) Seaport-e contract vehicle. This vehicle permits customers to access engineering, technical, programmatic, and professional support services.

Partnering with Existing Prime Contractors

SSI is willing and open to partnering with prime contractors with existing service contracts in place with government or commercial customers. If necessary, SSI is willing and able to pursue teaming agreements and sub-contracts to allow customers to access SSI's services in a way most convenient to them.
